Floods have forced tens of thousands of people to evacuate border parts of southern Russia and Kazakhstan. Melting snow has seen water levels along the Ural River surge, collapsing dikes and dams. A rescue operation is underway, but locals say not enough was done to prevent the flooding.

The expanding flood poses a threat to the capital of the Orenburg region, home to over half a million people. Devastated local residents anticipate support from Moscow.
