The Taliban attend the UN’s global climate summit for the first time since they returned to power in Afghanistan three years ago. It’s a scandal to some, but others say it’s the only reasonable approach. The theocratic government is not internationally recognized – and their representatives at the climate summit are expected to be limited to observer status.
