Hurricane Oscar has been battering Cuba, on top of four days of blackouts. The storm is complicating efforts to restore electricity following the collapse of a key power plant. Some people have taken to the streets, but Cuba’s communist President Miguel Diaz-Canel has warned that protests will not be tolerated.
